Meeting Minutes

November 11, 2017


Opening

The regular meeting of the Fort Washington Estates Civic Association was called to order at 8:00 pm on November 11, 2017 at the home of Carolyn Stevens.


Present

Carolyn Stevens, Michele Livingood, Brittany Carey, and Joe Federline. Clem Gaynor joined the meeting by phone.


Agenda


I. Review and Approval of Minutes: Carolyn Stevens raised a motion to approve the minutes for the meeting on September 17, 2017. The motion was passed by unanimous vote.


II. Membership Update: Clem reported that as of the current date, 68 residents have submitted membership dues. The number of members each year has varied, with the average being about 70.


Carolyn compiled a list of neighbors who have been members of the association in years past, but have not renewed their membership for the current year. The list was divided amongst Carolyn, Sandra, Clem, Michele and Brittany, with those individuals agreeing to contact individuals on that list and encourage them to renew their membership.


III. Finances: The Association’s most significant expenditure this year will be the neighborhood directory. The communication committee has not yet gotten a quote for printing the directory, but does hope to have the directory information prepared for printing by the end of November.

Board members again discussed visiting local businesses to see if they would like to purchase ads for the directory. Brittany suggested using NextDoor to identify popular service providers in our area and approaching those businesses for ads. She will take lead on that project.


IV. Government and Public Utilities Committee: Joe attended three meetings this month – the Police District VII Citizens Advisory Council Meeting, the Indian Head Highway Area Action Council Annual Meeting, and a Prince George’s County Zoning Rewrite Listening Session – and provided the Board with an oral and written summary of each (written summary attached).


Police District VII Citizen’s Advisory Council Meeting – Dennis Tozser was elected as the new President, effective January 2018. State and local police agencies are working together to increase police presence on 210. Current Maryland law restricts the use of speed cameras except in school zones and work zones on highways. A public hearing is scheduled for December 5, at which local leaders will discuss legislation that would permit the use of speed cameras on 210.


Indian Head Highway Area Action Council Annual Meeting – Local leaders led a discussion that touched on the current 210 project funding, red light/speed camera use on 210, and general safety.


Prince Georges County Zoning Rewrite Listening Session – The County is preparing to overhaul the zoning laws to streamline the department. Most of these changes will not impact Cove residents, as they pertain to commercial and mixed-use property.

V. Fall Fling De-Brief: Michele pointed out that the turnout for this year’s fall fling was much lower than the previous year. It was discussed that although an event flyer was distributed with the neighborhood newsletter and posted to NextDoor, distributing flyers door-to-door the year prior seemed to be more effective.


VI. Set Date and Agenda for January General Meeting: The next General Meeting will be on January 24. Michele will contact the District VII Police Station to reserve the multi-purpose room. Agenda items wfor the General Meeting will be determined at the December Board meeting.


VII. Small Community Library: Joe will send letter to MNCPPC Park Permit Office Director, Darin Conforti, requesting permission for FWECA to place small library in the park.
