FWECA Board Meeting Minutes: June 24, 2021

SUBJECT: Board Meeting Minutes, 24 June 2021

Meeting called to order at 1930 hrs.


1. Opening remarks and meeting called to order by Board President.

  • Community members in attendance: Nalya Bethel (sp??), Marie Catlin, CarolynHarwood, David Freeman, Miniabyi Ford, Joseph Hawkins, Lisa Manley. Sandra Matthews, Sandra Stephon, Mary Davis, Sophia Turshen, Fred & Ninnette Toney, and Juanita Wills.

2. Introduction of Board Members

  • Present: James Hicks (President), Lawrence Thrash (Vice President), Lissa Montgomery-Jackson (Treasurer) and Dianna Davis- Small (Member-at-large).

  • Absent: Robert Tennis (Secretary).

3. Role and Vision of Board: James Hicks provided a vision of the board, and highlighted

some of our contributions to the community.


4. Financial Report and Proposed Budget: Lissa Montgomery-Jackson provided an update on the current budget. Last year the proposed budget projected a deficit was $-1,025.00. At the end of the year, the deficit turned out to be $-174.83. This year’s proposed budget is projecting a deficit of $-65.00. Dues will remain $20.00 as voted in the June 2020 Annual Community Wide Meeting.. The goal is to eventually have a balanced budget.


5. Overview of FY 2021 Accomplishments: Lawrence Thrash provided an overview using

photos as part of his presentation.

  • Membership Biltz – October 2020

  • Movie Night @ Fort Washington Pool – October 2020

  • Neighborhood Halloween Parade – October 2020

  • Best Holiday Decorations – December 2020

  • Going Green with Pride Neighborhood Cleanup – May 2021

6. Path Forward: Dianna Davis – Small provided an update on the focus areas of the board. Overall FWECA will continue to be a community organization who brings about action.


As part of areas to focus on in the future, she included current community issues:

  • Changing demographics

  • Controversy surrounding building of new elementary school at the intersection of Ft. Washington Road and East Swan Creek Road

  • Route 210/Indian Head Highway upgrade

FWECA Governing Board


  • Livingston Square initiative – Members of the Board have taken an active role in this development. They will continue to represent the community in regard to providing the Developer with ideas and insight on those things that would best serve the community. Community members at-large are welcome to attend these meetings.

  • Captain’s Cove neighborhood park potential upgrade (posted on Nextdoor). Lawrence Thrash (VP) will be attending a future meeting to obtain additional information in regard to this activity.

7. Board Membership and Structure: James Hicks provided an overview of the board

structure and referenced the bylaws allows up to nine members on the board.


8. Election of Board Members: James Hicks open the floor for volunteers to serve on the

Board. All previous serving members pulse two new volunteers accepted positions on

the Board


9. Open Forum for Questions and Comments

  • Lawrence Thrash mentioned he will be attending the Joint Transforming Communities meeting on June 29.

  • Concerns about deer’s eating vegetation and potential campaign to conduct deer reductions were stated.

  • More attention needs to be done for Ft. Washington National Park.
