Meeting Minutes
December 12, 2017
Opening
The regular meeting of the Fort Washington Estates Civic Association was called to order at 8:00 pm on December 12, 2017 at the home of Carolyn Stevens.
Present
Carolyn Stevens, Sandra Stephon, Clem Gaynor, and Joe Federline. Brittany Carey joined the meeting by phone.
Agenda
I. Review and Approval of Minutes: Carolyn Stevens raised a motion to approve the minutes for the meeting on November 21, 2017. The motion was passed by unanimous vote.
II. Approve 2017-2018 Budget: Carolyn expressed concerns about the budget as the projected costs for events and printing far exceed the total dues collected for this fiscal year. Board members reviewed the draft budget to discuss line items where costs could be cut.
The Board agreed that we would attempt to secure 15 additional memberships, boosting total memberships for the year from 70 to 85. Additionally, Board members will seek out local businesses to secure $100 in ads for the directory. Cuts were made to the following line items: flyers and forms, the Easter Egg Hunt, Spring Block Parties, and General Meetings. Plans for the Little Shared Library and tree trimming costs for cleaning up the neighborhood entrance will be postponed.
A copy of the final budget, as well as a redline version, is attached hereto.
III. Establish Agenda for January 24 General Meeting: Agenda items will be set at the next Board meeting.
IV. Membership Drive: 70 households have paid membership dues to date. As stated above, the Board plans to secure 15 additional paid memberships for the year.
V. Government and Public Utilities Committee: With respect to abandoned and derelict properties in the neighborhood, Joe Federline and Paul Arneson have narrowed their focus to what they consider to be the worst three properties. They have been in contact with Inspector Valentine, who provided them with a status update on each property. It is the intent of Joe and Paul to make sure that the properties are being improved upon and brought up to code rather than simply maintained.
The WSSC Queens Lane project that was originally slated to begin in 2017 is in the bid process. Indira Gonzales, the project manager will let Joe know when a construction start date is set.
The county’s comprehensive community cleanup program is only available to the community once every four years. Captain’s Cove will be eligible for the program again in 2021. In lieu of the comprehensive community cleanup, Joe presented two alternative county-sponsored cleanup programs: (1) the county can provide a dumpster to be dropped off in Captain’s Cove for residents to use to dispose of unwanted items or bulky trash; or (2) a Cleanup-Greenup Program during which the county provides Captain’s Cove with trees to plant in the neighborhood and cleanup supplies.
VI. Welcoming Committee: The Welcoming Committee is working on assembling information packets to distribute to new neighbors. They anticipate having the packets completed for block captains by the end of January.
VII. Other Business: Brittany will check with Michele about reserving the District VII conference room for the January 31st backup date. She will also check to see if a laptop projector is available for the general meeting. Sandra is going to find a local business to sponsor the February newsletter.
