General Meeting June 27, 2017
The annual meeting of the Fort Washington Estates Civic Association (FWECA) was held on Tuesday, June 27, 2017 at 7:30 p.m. in the community meeting room at the Fort Washington police station. The meeting was opened by President Hunter Livingood, who gave a brief history of the recent activities of the Association, including how it nearly became inactive. Hunter paid tribute to Dianne Brown for her efforts to ensure that the Association continued, including her efforts to recruit him to serve as president. He reported that the Association held a successful fall fling at the community park which attracted a large crowd, including many young families who are relatively new to the community. The Easter egg hunt, unfortunately, was rained out.
Board members in attendance were asked to stand and be recognized. Hunter then went on to explain the purposes of the meeting: to adopt revised by-laws and to vote on a new budget. His view was that several changes were needed to ensure that the Association could continue. The major points that were discussed were to stop collecting dues since we have few expenses and a healthy reserve; have a general meeting every other year; and to change the numbers that constitute a quorum at a Board meeting to three members rather than the current majority of members.
A vigorous discussion followed. The majority of the attendees believed that the by-laws did not need to be changed, with one exception: to strike the last provision about dissolution of the Association. Hunter explained that he wanted by-laws that were binding but did not put anyone in legal liability. It was pointed out that, since the Association is not incorporated, there is no legal liability.
Many members pointed out that all such groups, as well as fraternal and business organizations, have an annual meeting to inform their members of current issues as well as accomplishments. The attendees overwhelmingly believed that we need to have dues to help with newsletter and flyer costs and to print a directory. The group approved dues of $10.00 annually.
Many issues were discussed that attendees believe need to be addressed or followed and monitored, including WSSC plans to replace water pipes, upcoming changes to the Prince George's zoning codes, and other government actions. The need for strengthened communications generated many comments. Most present believed that we need both electronic and written communications. While 38% of Cover residents belong to Next Door Neighbor, not everyone checks it and it may not be the best forum for FWECA business.
One board member noted that the Cove is changing with younger families moving in. However, it was agreed we need to serve all residents; it was also apparent that most attendees were long-time residents.
The attendees voted to strike section 12, termination, but did not agree to any other changes to the by-laws.
Many attendees expressed a wish to work on hospitality and communication committees as well as other topics. Several said that in retirement they had more time to devote to such activities.
Hunter was thanked for his service by many attendees. Michelle Livingood provided refreshments, a thoughtful gesture that was appreciated.
